PermissionsEX + Citizen issue

i'm going to make everything clean for everyone to see step by step to the best of my ability.

The issue itself:: I can set-up a NPC who has been toggled as a trader. add items to him and set them to be sold. when buying it said the whole transaction thing and "wool cost 1 gold" (what i set it to be sold for) but when i click to buy or sell the item, i gain/lose the item but my iconomy balance does not change. So i am buying and selling for free. Here is the catch, after removing PermissionsEX it worked fine so it's something with this pluggin but i need some help.

Pluggins :: Anti-Creeper (2.5), Citizens (1.1.5), Command helper (3.1.1), HeroChat (4.10.3), H2SQL (0.0.0) [idk about the version but it was added with another pluggin], Mysql (5.1.15) [also added with another pluggin], no cheat (2.24), PermissionsEX (1.18), resistance (2.4.4), resistancesigns(0.2), Vault (1.2.6), world edit(#404), iconomy (6.0.8b)

Permissions settings::
Code:
groups:
    Guests:
        default: true
        permissions:
        - modifyworld.chat
        options:
            rank: '1000'
        prefix: '&5(&8Guest&5)&7 '
    Users:
        permissions:
        - citizens.trader.use.trade
        - modifyworld.*
        - residence.create
        options:
            rank: '900'
        prefix: '&5(&8User&5)&7 '
        inheritance:
        - Guests
    Mods:
        permissions:
        - herochat.admin
        - herochat.color
        - herochat.create
        options:
            rank: '800'
        prefix: '&5(&8Mod&5)&7 '
        inheritance:
        - Users
    Admins:
        permissions:
        - '*'
        - herochat.admin
        - residence.admin
        options:
            rank: '700'
        prefix: '&0(&4Admin&0)&7 '
        inheritance:
        - Mods
    Owner:
        permissions:
        - '*'
        options:
            rank: '0'
        prefix: '&0(&4Owner&0)&7 '
        inheritance:
        - Admins
users:
    Quldan:
        group:
        - Owner

if any more information is needed just ask.

Have you tried setting your self as a normal user ?
Are you giving him money ? /trader money (give/take) (amount)

On a different note, why do you have the admins have the '*' permission. That gives them all permissions if Owner has a inheritance
of admin why does that also have a '*' ?

yes i have set myself as a User (and Deop-ed myself) and it still didnt work, and yes i gave him 100 (made sure it worked by checking his amount).

the double '*' was for future ref, i plan to take that away from Admins at some point but for now they are helping me fix things.

On another note i read that the two plugins just don't like each other that well so i switched from PermissionsEX to group manager and fixed the issue right up.

I'm not sure why these plugins don't play nice but they don't.

Because they have different hooking methods, if they all just used the built in system and then expanded on it there wouldn't be a prob but they like to use their own system for doing things ;D
