If you're using bukkit, go to your bukkit.yml and change the "spawn-radius" to zero. Disabling this protection altogether can cause problems, in as much as cheeky members can dig big holes, which causes damage when you respawn there.
What I like to do is build a nice spawn building, and then set the spawn point as that building. As blocks can't be destroyed it's a good place to put information up (rules, notices, leaderboards, etc).

If you're on vanilla you can't as far as I'm aware, only ops will be able to edit the spawn area. If you're using a Bukkit server set spawn-radius to 0 in bukkit.yml like so;
settings: spawn-radius: 0
