It kept going up and down. It went from 10K a sec to about 1MB a sec stayed there for about 30Secs went down and went back up again

Well something was clearly wrong there because 512Kbit/sec is only 64Kbyte/sec. (or approx 10x a 56K connection).
Also, Im pretty sure you never reached 1Mb a second. If you had that entire 18.1Mb file would have been transferred in 18.1 seconds. Not 30+.
You'll probably find the figure is inflated by compression.

Unless it does the same as IE5.5 / 6. Eg. you start a download, it starts downloading as soon as you select it, BUT, a file requester appears waiting for your input.
Hang about 30 seconds, then select a file (click ok) and you will get a superb reported download speed.
Thats a reported download speed not actual download speed.

Always the way, i always thought it was actually downloading while you were selecting where to put it, and only started the timer when you'd done that.

I've seen speeds like that on 56k modems in the first burst of download.
Windows has about the accuracy of a blind archer when it comes to download speeds and times.
