Turn off your router, call your ISP and ask for their abuse department. If its a real DoS attack you won't be able to do anything from your end (assuming your on broadband of some sort)

Also, its most likely a false alarm:

netname: UNDERWORLD-NO
descr: Underworld IRC services Trondheim, Norway
descr: IRC Infrastructure
country: NO
remarks: 195.1.77.77 runs the 'PROXYSCANNER' for the Quakenet IRC Network.
remarks: It will only scan you if you connect to the IRC network.

It always happens and then disconnects me. It's been happening over the past week since i installed mIRC

Sounds like your router or any other firewall software you have installed on your PC is hitting DEFCON 5 when you get scanned by the IRC server.

Try disabling the IPS (Intrusion Prevention) on your router and see if that helps, or consider a different 3rd party firewall product if your using one.
