It's official via a press release.
Midway and Epic today announced the minimum and recommended system requirements for the PC version of Unreal Tournament 3, the highly anticipated first-person shooter scheduled for release in November 2007. Please see below for all information regarding these requirements along with newly released screenshots from the PC version of Unreal Tournament 3.
Minimum System Requirements
Windows XP SP2 or Windows Vista
2.0+ GHZ Single Core Processor
512 Mbytes of System RAM
NVIDIA 6200+ or ATI Radeon 9600+ Video Card
8 GB of Free Hard Drive Space
Recommended System Requirements
2.4+ GHZ Dual Core Processor
1 GBytes of System RAM
NVIDIA 7800GTX+ or ATI x1300+ Video Card
8 GB of Free Hard Drive Space

the min specs dont look like they could run it but I spose with 1 by 1 pixel mabye ^^

how are these cards simmilar in anyway shape or form seems like a made up reccomended system setup a site has just posted not the official one.

Not really. You can switch off a lot of the eye candy - you can't switch off (will probably be able to crank down the accuracy and thus CPU usage though) much of the CPU intensive stuff, such as networking, AI, projectile physics, character physics etc.
Besides, minspec is a 2GHz single core processor. A S754 Athlon64 3200+ meets that.

dual core AMD (opteron) running at 2.25. 2gig ram and a 7950GX2 should be good. I would love a proc upgrade to core 2 though.

UT3 will not be released until 2008. First it was reported that the PS3 version of the game would be the only version delayed until 2008 but now the PC and the XBOX360 version will hit the shelves sometime between January and March 2008

theres no mention of PC push back, only PS3. (if your reading eurogamer, thats bull)

I read this in a few places, but yes, the official from Mark Rein is that they are still hoping for a November release date for PC.

So my old UT2k3 PC will probably only just play this monster, on a good day, with a cooling breeze blowing over various components...
This could work out expensive...

if the unoptimized beta/demo works on your system your going to be fine.
same for crysis, excluding the DX10

Nope, it's a no-go - gfx card isn't up to spec. (not surprising seeing as I can't even remember what it is...).
ATM I'm stuck with AGP gfx cards... which, while cheap, probably wont be a good idea methinks...
So realistically, what am I going to want to upgrade to if I'm looking for good bang-per-buck now, and some upgradability?
CPU & gfx card types and ranges?
Mobo chipset?
I assume it's all DDR2 now, so my super-duper DDR DIMMS are now only fit for a museum?
