Top Level Admin Accounts on bf2142cc/bf2cc??

Hi guys,
Im new to the server thing and was wondering how i get a top level admin account??, i want to give ingame admin rites to a few people but can't cos i need a top level account?? sum1 please let me know if u know how to do this!!!

i think you have to buy/rent the server

Thats all done via ClanForge in your config file.
