Player moving

Is it possible to switch players from one team to another when the server is set with Auto Balance off?

I have looked lots (and will probably get told to look harder) , but I cant see any commands to move people in game.

(Is there a guide for doing commands in game somewhere?)

bf2cc can switch a player so can ModManager rcon using the bf2cc module. See the context help for the list of commands.
N.B. Neither needs balance off, turning balance off is a BAD idea.

In rcon its online help. type:
help once ur logged in using the remoteconsole app.
Or if using the console that would be: rcon help
