Broadcast Messaging

We've had a number of instances of someone broadcasting abusive/misleading/annoying messages in bright orange right across the middle of the game screen on our BF2 server. I've been checking the console but cant spot who's doing it or how.
Does anyone know how this is done and more importantly, how I can find the person responsible ?

Is it right in the center of the screen, or nearer the top? If it's acrss the center, it's in game chat just spaced out to appear in the middle.

Its horizontally centered and about 40% down from the top. If it was console chat though, surely, I'd be able to see who was typing it ?

Look to the far left of the screen next time it happens. There will be a name. Someone has hit the Say To All button and typed:

|ccc| MOO
