You need a device called a PassMe, which reads the game header (RSA encrypted) from a real game cartridge then redirects to the GBA slot, where you have a flash cartridge. If you already have a flash cart from the GBA then you can use that and you only need the PassMe, otherwise the complete kit is available here:

Which is essentially a professionally made PassMe with a large GBA card. To get the entire lot is not cheap - currently £150ish for the PassMe, 1Gb (128MB) flash cart and the usb device to copy off your pc onto the cart. The neoflash card also has built in support for viewing images, music, text files, html and emulators for nes, gb and mastersystem.

If you only want to play homebrew stuff (e.g the ScummVM) then you can reflash your DS firmware. Once you've done this you won't need to use the PassMe anymore, and it has the added advantage of removing the annoying health warning splash screen.

150 quid is quite an investment. I might look into the flashing route but I'm not sure if this is likely to effect future connectivity when Nintendo launch their download service.
