I was having a conversation about rated games etc being sold to underage children I thought of the following and was wondering if it made sense.
a licensing system on all rated content such as:

Games
DVDs
Other Media excluding music
[/list=1]
at present there is no real enforcement apart from a minor fine and a letter of complaint from the rating bodies. but if there was a licensing system meaning anyone buying a rated game wether they look 12 or 40 need to provide ID. failure to comply would obviously mean the revokation of the license meaning a severe dent in revenue, thus making it within the interests of the store to check and enforce this.
I was told a similar thing to this occurs in Germany for alcohol and tobacco. If you look under 50(such a high age to stop suits for age discrimination), they ask for ID if you purchase either of the above.
