I have mod manager logs in my files section on clanforge but I dont see no actual mod manager am I supposed to?

No, ModManager is controlled by files like adminsettings.con

Actually the correct answer is that modmanager is in BETA and as such ClanForge has a downloads category for it which will be polulated if you are a member of the BETA. Otherwise it will be empty :D
