The only reason i could beleive it was written about a lost childhood is if the writer was stoned at the time.
Nobody thinks on that level unless they are, how else can you tie in puff the magic dragon sailing away to a lost childhood.

Come on now, everyone knows that Mary (or Mary Jane) is slang for Marijuana. The rhyme is clearly about how soft drugs lead to hard drugs ;)

Erm, as far as I'm aware, cigarette papers have a pre-gummed strip to seal them. Nothing even vaguely "waxy" is involved.
I think you may be inadvertantly smoking candles.
