Stop pam changing sides in pub mod

Im trying to limit snipers on GMAB server .. I know the commands in pam match .. but what im trying to do is get it going in Pub Mode , which i can nps .. just on pub mod it changes sides at half time .. is there a way of stopping this ???

or is there a different mod we can use on multiplay that u can turn off all except the sniper limits
