Can you Limit snipers without any mods ... If so how ??

NO, you can turn them on or off, but not limit them

PRM 3.6 is the easiest mod to limit them with, as its server side only.
You can dump all the other PRM stuff if you don't require it, and just use the weapon limit commands.
