Sierra no longer provides a online multiplayer server so players must play over TCP/IP.
But where can you meet other players? At the Outpost 2 Chat Room!!
The room is on a IRC (Internet Relay Chat) server, it is channel #Outpost2 on QuakeNet. Here is a mIRC client with OP2 script:

If wish to use a web based IRC client use one of the following (both are Java):

2. http://www.rlscnetwork.com/sharedresources/chat.html
Set channel to Outpost2 and server as irc.quakenet.org
The active message boards for Outpost 2 are at http://op.xfir.net
I hope people who once played this game come back to it.
