Can I suggest that you put mp_teamlimit to 1 on your server . I have just played there and spent most of my time screaming teams. The only drawback of having this set to 1 is that it takes a slightly increased amount of time to get into teams after map change. The advantage is obvious, in that when there are only a few peeps on server people like me will not leave because they are not fighting a constant battle to try and keep the teams even.
