Is there a command in HL or CS to enable vsync ?

I Have a Radeon 8500, had some beta drivers installed which had the option turn vsync on/off, as i find it annoying with it off (even tho fps is slightly better) just cant stand those annoying lines.

Since i updated to the newest Radeon drivers (5-13-01-6118) and control panel (6-13-20-3017), the option to turn vsync on/off has been removed for direct 3d and openGL. In its place is "Always Off/Application Preference" that imply's to me that its suggesting its "off" or "off unless specified by the application"

I dont remeber what beta driver verson they where as i have deleted them (Oops), also i dont know if that setting was specific to the beta drivers themselves or in the beta control panel i was using. Also the new drivers do seem to have improved the performance, so i dont want to go back to older drivers.

So im searching for somthing that will turn vsync on in hl/cs or if there is another option somewhere where i can turn it on. I have also searched the registry for vsync and found the entry. It changes to 1 when i have set "Application Preference" and 0 when i set "Always Off" however it does not effect vsync in HL/CS

Any ideas pls ?

also ive heard u can stpo the geforce cards from locking at 60/30/20 fps so that they go higher and dont set to one of those rates

there was some fix but i think it doesnt work no more

can any1 help me?
